Public documents are the foundation of informed civic participation. This library organizes the most important documents relating to the South Huntington Water District, the Melville Crossing development proposal, the New York Avenue sewer project, and the Town of Huntington’s related decisions.
Where documents are available for direct download, links are provided. Where documents must be requested from the issuing agency, instructions are included. All of these documents are public records — you have the right to obtain them.

SHWD Financial Documents
These documents are produced by the South Huntington Water District and audited by an independent CPA firm. They are the most authoritative source of financial data about the district.
SHWD 2024 Audited Financial Statements
What it is:
The district’s complete financial picture for fiscal year 2024, prepared by independent auditors. Contains balance sheet, revenue and expense data, bond schedules, debt service obligations, capital project commitments, and notes to financial statements.
Why it matters:
This is the primary source for the financial data on this site — bond debt ($26.3M outstanding), debt service ($3.4M/year), developer contributions ($73,975), and the 1,4-dioxane surcharge revenue ($1.68M).

What it is:

Why it matters:
Extends the historical bond debt trend back to 2022.

SHWD Annual Consumer Confidence Reports (Water Quality Reports)
What it is:
Annual reports required by the EPA disclosing the quality of the district’s drinking water, including any contaminants detected and their levels.
Why it matters:
The primary public document on 1,4-dioxane and other contaminant levels in SHWD’s water supply.

Why it matters:
Documents the $0 budgeted for developer system construction charges, the 5.9% water rate increase, and the property tax levy approaching the NYS cap — all key data points on this site.

What it is:

Why it matters:
Shows the $2.845M legal settlement (one-time), and the estimated $134,145 in system construction charges — which the 2026 budget then zeroes out.

What it is:
The district’s multi-year plan for capital investment in infrastructure — treatment plants, main replacements, equipment.
Why it matters:
Documents the ~$17 million in capital projects committed over the next five years, including Treatment Plant 10 ($7.95M), Plant 3 ($6.07M), Plants 4 & 8 ($5.66M), and Plant 12 tank ($2.69M).

Any Town or County planning studies addressing future land use and development along the Route 110 / New York Avenue corridor.

Town Board Bond Authorization Resolutions (SHWD)
Town Board resolutions authorizing the South Huntington Water District to issue bonds for capital projects. Every dollar of SHWD bond debt was authorized by a Town Board resolution.

How to File a FOIL Request
The New York State Freedom of Information Law (FOIL) gives the public the right to access records held by government agencies. SHWD, the Town of Huntington, and Suffolk County are all subject to FOIL.
When to Use FOIL
